Main functions and responsibilities:

  • Preparing proposals regarding the conclusion, implementation, suspension and termination of Georgia’s international treaties;
  • Conducting negotiations, within the scope of the Department’s competence, independently or together with the Ministry’s other structural entities or other organizations concerned, with the respective authorities of other countries;
  • Taking part in the negotiations regarding the conclusion, suspension and termination of Georgia’s international treaties;
  • Preparing and submitting to the Foreign Minister proposals on the expediency of adopting statutory or other normative acts on Georgia’s foreign policy as well as on Georgia’s international treaties and diplomatic service; participating in the elaboration of proposals of the Ministry’s other structural entities;
  • Maintaining direct links, within the scope of the Department’s competence, with the international organizations;
  • Establishing contacts with various agencies and organizations of Georgia, irrespective of their legal and organizational form; obtaining from them all kinds of information necessary for the fulfillment of its own functions;
  • Providing legal assistance, within the scope of the Department’s competence, to the Ministry’s structural entities as well as to the diplomatic representations of foreign countries and international organizations accredited to Georgia;
  • Registering, systemizing and maintaining the copies of all international treaties of Georgia and related documents;
  • Acting, on behalf of Georgia, as a depositary of international treaties;
  • Coordinating the implementation of legal obligations proceeding from Georgia’s membership of international organizations or undertaken by Georgia under multilateral international agreements;
  • Carrying out general supervision over the implementation of Georgia’s international treaties;
  • Establishing direct contacts with the Ministry’s structural entities, Georgia’s state structures, entities of private and public law, as well as the representations of foreign countries and international organizations accredited to Georgia;
  • Carrying out respective activities for the professional development of the Department’s employees in and beyond the borders of Georgia;
  • Attracting, by consent of the Ministry’s competent authorities, and using assistance from donors, which is necessary for the fulfillment of the Department’s functions;
  • Submitting proposals to the Ministry for resolution of the issues within its competence;
  • Carrying out legal expertise of Georgia’s bilateral and multilateral international treaties and other international statutory acts;
  • Drafting or taking part in the drafting of Georgia’s international treaties within the scope of the Department’s competence;
  • Preparing and submitting to the competent authorities proposals in order to bring Georgian laws into compliance with the norms of international law;
  • Taking part in or/and conducting negotiations for the elaboration, conclusion, suspension and termination of Georgia’s international treaties, within the scope of the Department’s competence;
  • Carrying out procedures under the Georgian laws following the entry into force of Georgia’s international treaties;
  • Taking part in the seminars and symposiums dealing with the issues relating to international law;
  • Carrying out the analysis of the issues relating to international law;
  • Taking part in the preparation of materials for the legal actions brought against Georgia at international courts;
  • Coordinating the preparation of reports undertaken by Georgia as a member of international organizations, or on the basis of multilateral international treaties.
