Main functions and responsibilities:

  • Selecting, training and professional development of the personnel of the Ministry;
  • Ensuring the compliance with the established rules for granting diplomatic ranks  and titles;
  • Working out a plan of rotation for diplomatic officers and ensuring its consistent implementation;
  • Creating a unified system for the training and professional development of diplomatic staff;
  • Announcing competitions for vacant diplomatic positions and ensuring the formation of staff reserve;
  • Conducting qualification exams for the staff of the Ministry;
  • Preparing retirement documents for the staff of the Ministry;
  • Preparing orders for the appointment and dismissal, as well as for the assignment by rotation of diplomatic staff to diplomatic missions abroad;
  • Maintaining personal history cards and work record cards for the staff of the Ministry;
  • Preparing training materials for the staff of the Ministry;
  • Timely reviewing and responding to citizens’ letters and applications on issues within the scope of the Department’s competence;
  • Creating a unified database for the diplomatic staff reserve; preparing materials for making selections and appointments among reserve candidates;
  • Recording income and asset declarations of the staff of the Ministry;
  • Providing organizational support for completing training and probation programmes.
