UN Human Rights Council Adopts Resolution on Georgia’s Occupied Territories

On 8 October 2025, in Geneva, the United Nations Human Rights Council adopted a resolution on Georgia’s occupied territories titled “Cooperation with Georgia.”

It is noteworthy that this resolution, which Georgia has been submitting since 2017 and which focuses on the human rights situation in Georgia’s occupied territories, was adopted by consensus for the first time.

The resolution was presented at the Council session by Lasha Darsalia, Deputy Minister of Foreign Affairs of Georgia.

By adopting the resolution by consensus, the Human Rights Council expressed its unprecedented support for Georgia.

The resolution reaffirms the Human Rights Council’s unwavering support for Georgia’s sovereignty and territorial integrity within its internationally recognized borders. It also expresses deep concern over the numerous instances of discrimination and human rights violations committed against the ethnic Georgian population in the Russian-occupied Abkhazia and Tskhinvali regions.

The document underscores the importance of the Geneva International Discussions, established on the basis of the 12 August 2008 Ceasefire Agreement.

As in the previous year, the resolution reiterates references to Russia’s occupation of the Abkhazia and Tskhinvali regions and to the decisions of the European Court of Human Rights (ECHR) rendered between 2021 and 2024.

Furthermore, the Council expresses concern that international and regional human rights monitoring mechanisms continue to be denied access to the occupied territories. In light of this, the Council calls for the immediate and unimpeded access of the Office of the United Nations High Commissioner for Human Rights (OHCHR) as well as other international and regional human rights mechanisms to the occupied Abkhazia and Tskhinvali regions.
