On 27 May 2026, the Parliament of Georgia adopted in the first reading a legislative package providing for the establishment of the Diplomatic Academy.
The legislative package, which comprises the draft laws of Georgia “On Amendments to the Law of Georgia on Diplomatic Service” and “On Amendments to the Law of Georgia on Higher Education,” was presented at the plenary session by the Deputy Minister of Foreign Affairs, Khatuna Totladze.
Prior to the plenary session, the legislative package was reviewed by the Parliamentary Committees on Education, Science and Youth Affairs, as well as Foreign Relations.
Khatuna Totladze spoke about the objectives, programmes, and structure of the Diplomatic Academy, noting that the effective implementation of a sovereign domestic and foreign policy requires a well-functioning, strong, and efficient diplomatic service in which experienced diplomats work alongside young professionals.
She further explained that the establishment of diplomatic academies constitutes a well-established international practice, with such institutions operating in various countries under the auspices of ministries of foreign affairs, either as higher educational institutions or research centres.
According to the Deputy Minister, the establishment of the Diplomatic Academy aims to prepare highly qualified professionals equipped with analytical skills, strong ethical standards, and an innovative vision; a new generation of professionals who will engage in the diplomatic service with enthusiasm and dedication and will be capable of safeguarding their country’s national interests within an evolving geopolitical environment.
The Diplomatic Academy will offer undergraduate and graduate programmes to young people, providing them with an opportunity to acquire knowledge in the fields of political science and international relations in line with contemporary academic and professional standards.
The second and third readings of the legislative package will be held on 28 May 2026.
